clients fully meet their emergency planning obligations under the
Building Fire Safety Regulation (BFSR) 2008 (stemming from
the Workplace Health and Safety Act 1995 and the Workplace
Health and Safety Regulation 2008) and Australian Standard
AS 3745 - 2010 Planning for emergencies in facilities.
The documentation of the emergency arrangements for a building in Queensland is driven by the mandatory requirements of the Building Fire Safety Regulation (BFSR) 2008, and BFSR 2008 requires every building to have a written Fire and Evacuation Plan. The Evacuation Coordination Procedures for a building in the event of a fire or hazardous materials emergency are required to be incorporated into the Fire and Evacuation Plan.
For other emergencies not covered by the
requirements of the Building Fire Safety Regulation 2008,
'industry best practice' and community expectation is to adopt the
recommendations contained in Australian Standard 'AS 3745 -
2010 Planning for emergencies in facilities' which requires a
facility to have an established Emergency Plan that
details appropriate Emergency Response Procedures to be followed in
the event of emergencies. While the scope and terminology used in
BFSR 2008 and the AS 3745-2010 may differ, their
intent is the same; to provide a suitable framework for the safety
of building occupants and visitors in an emergency.
Emergency Plan assists clients to fulfil their statutory and common law 'duty of care' responsibilities under Building Fire Safety Regulation 2008 and Australian Standard 'AS 3745 - 2010, through the development of fire and evacuation plans - emergency plans that document the emergency arrangements for a building and detail preparedness, prevention and response activities and information pertaining to emergency roles, responsibilities, strategies and systems.
Emergency Plan liaises with building occupiers, emergency planning committees, and evacuation coordinators to develop and document site-specific Evacuation Coordination Procedures - emergency response procedures required as a component of a fire and evacuation plan - emergency plan. The documented procedures are also used to formulate the scope of evacuation coordination procedures - emergency response procedures training delivered to those responsible for responding to and managing emergencies in a building.
Emergency Plan produces workplace Evacuation Signs - Evacuation Diagrams to display important information such as exits, portable fire fighting equipment, fire/communications panels, evacuation routes, assembly areas, emergency telephone numbers, and brief emergency instructions. Emergency Plan will utilise existing CAD information if it is available, or will undertake site measurements to develop appropriate evacuation signs - evacuation diagrams as required by the Building Fire Safety Regulation 2008.
